National Green Tribunal is a body established in India under NGT Act 2010 by Parliament of India. India is third country in the world followed by Australia & New Zealand for the expeditious disposal of the cases pertaining to environmental issues. It draws its power from Article 21 of constitution of India which have “Protection of Life and personal Liberty” which means the assurance of Right to Healthy Environment to citizens of India.

Ministry of Environment, Forest and Climate Change (MoEFCC) is one of the ministries under Government of India. This ministry is responsible for planning, taking care, conservation etc. related to environmental and forestry issues in India. It is also responsible for conservation of Flora and Fauna in India along with forests and other wildlife in India. This ministry was formed firstly in 1985 as “Ministry of Environment & Forest” which is further upgraded to “Ministry of Environment Forest & Climate Change” in May 2014 to take care of factors affecting Climate Change also.

Central Pollution Control Board is a statutory organization governed under Ministry of Environment Forest & Climate Change (MoEF & CC) established under Water (Prevention and Control of Pollution Act) 1974. CPCB also obtains its powers from Air (Prevention & Control of Pollution) Act, 1981 and Environment (Protection) Act, 1986. It has responsibilities to conduct monitoring of water and air quality along with maintenance and management of monitoring data. The board also works with industries and also with every form of government in very wide variety of voluntary pollution prevention programs and energy conservation efforts. It advises the central government to prevent and control water and air pollution. It also has its role to advice the Governments of Union Territories on industrial and other sources of water and air pollution for its control and prevention.

All the states and Union Territories in India have their own Pollution Control Boards (PCBs) and Pollution Control Committees (PCCs) working in their own boundaries. These boards and committees are responsible for issuance of consents and authorization for all type of industries working in their respective states and union territories. These boards and committees are also responsible for ensuring regular monitoring and control of pollution of every industries involved in any kind of manufacturing. All the industries are involved in any kind of manufacturing operations are categorized into Red/Orange/Green/White category depending on the type of pollution load of the industries. All the industrial units are also categorized into Large/Medium/Small scale industries based on the capacity of the production of the industrial units.
